Because they don’t want to end up fighting Israel ( a nuclear power) or the US

After a bit of research, I find that the answer to whether Palestinians are Arabs or not depends on who you ask. The majority of the Arab world clearly thinks they are not. The discrimination appears to be based on the perception that they are ethnically closer to the Jews in spite of their adoption of the Arab language.

On Jan. 2, at approximately 9:30 p.m. (Sanaa time), Iranian-backed Houthis fired two anti-ship ballistic missiles from Houthi controlled areas in Yemen into the Southern Red Sea. Multiple commercial ships in the area reported the impact of the ASBMs into the surrounding water though none have reported any damage. These illegal actions endangered the lives of dozens of innocent mariners and continue to disrupt the free flow of international commerce. This is the 24th attack against merchant shipping in the Southern Red Sea since Nov. 19.
These attacks are really a nuisance, intended to disrupt supply chains to western economies but they are also vehicle for Iran (and whomever else) to highlight the new multi-polar geopolitical reality in which we live. The days of dropping some bombs to get every one in line are over.
The only way to make the attacks stop is to invade Yemen, who the Saudis spent 10 years and a half a trillion trying to defeat (and lost), find a political solution, or just accept this as the new normal. As a reminder the average cost of the missiles used to intercept these cheap drones is $2.5 million dollars (the SM 3 for ballistic missile intercepts is $11 million a missile) and the average Yemeni drone cost is less than $20 thousand.
