It sounds like the container would have been loaded on a ship without a DG declaration.
It would have caused some head scratching if it had combusted in a hold with the subsequent destruction of what caused the explosion.
Oh Lordy, mis-declared DG on a box boat; when has that ever happened before?

It’s an outcome I have come to expect when loading containers out of 3rd world ports. I would of thought that the litigious nature of doing business in the US would have put the brakes on stuff like this.
