The Honorable Richard Burr Chairman Select Committee on Intelligence United States Senate The Honorable Adam Schiff Chairman August 12, 2019 Permanent Select Committee on Intelligence United States House of Representatives Dear Chairman Burr and Chairman Schiff: I am reporting an “urgent concern” in accordance with the procedures outlined in 50 U.S.C. §3033(k)(5)(A).

In the course of my official duties, I have received information from multiple U.S. Government officials that the President of the United States is using the power of his office to solicit interference from a foreign country in the 2020 U.S. election.
This interference includes, among other things, pressuring a foreign country to investigate one of the President’s main domestic political rivals.
The President’s personal lawyer, Mr. Rudolph Giuliani, is a central figure in this effort.
Attorney General Barr appears to be involved as well.
• Over the past four months, more than half a dozen U.S. officials have informed me of various facts related to this effort.
The information provided herein was relayed to me in the course of official interagency business.
I am also concerned that these actions pose risks to U.S. national security and undermine the U.S. Government’s efforts to deter and counter foreign interference in U.S. elections.
The Whistleblower Act was one of the best things to happen for Federal Employees but I know it is very difficult to put into play. One has to follow the procedures to the letter and be able to back up everything you say. Even then it is wise to get an attorney to advise you prior to making a complaint as the powers that be do not want anyone rocking the boat. Most who file under the act fail and are even attacked by government agencies. [Read “Lucifer’s Banker” by Birkenfeld for a true story of what happens when you blow the whistle.] That this person succeeded in getting the complaint this far is amazing. Director Maguire is laying his considerable good name and future on the line to back this person up so it must be serious. It is a courageous act by them both.
That was unfortunately not quite the impression I got from watching the last maybe hour or so of his testimony to the House Intelligence Committee. He is after all the person who failed to pass the complaint on to Congress on the advice of White House and DOJ; and although he certainly appeared to be suffering and made it clear that he thought the person acted in good faith, he nonetheless firmly declined to opine that the matter should be investigated or that consulting with the alleged foxes might not be in hindsight the best way of guarding the henhouse.
In the end he said in so many words to Mr. Schiff “You got what you wanted, you now have the memo and the complaint” in declining to state any opinion on the righteousness or otherwise of the process to that point. The meaning I inferred from that was to the effect of so why are you bothering me about it now?
I agree, this also gave me pause but considering his military background [his only background] where EVERYTHING is cleared with the higher echelon JAG before speaking I understand. It takes awhile to rinse 30+ years of experience out. But hopefully his better angels will advise him now. At this point he has to know siding with the current administration is a career death sentence.
Well…Shiff’s batting average ain’t worth a shit but he sure keeps swinging. We’ll soon run out of ex-Soviet Bloc countries.
Another way to look they are getting slow softballs lobbed their way and nobody is even taking a swing.
This book is full of what should have been knocked out of the park. And this only scratches the surface.
