I’m working on getting all of my assessments signed off but I ran into a problem. There are three assessments in the all propulsion modes that deal with boilers and my vessel doesn’t have any. Anyone one have any idea how I can get these signed off? The customer service lady I talked to at NMC told me I should get on a ship that had boilers. Any help would be great. Thanks.

That’s about the size of it.
Aux. boilers qualify too.

I had the same thing happen. I had to send my assessments in without those 3 being signed off. I ended up getting an RFPEW Oiler & Jr Engineer “restricted to vessels without auxiliary or waste heat boilers” The REALLY stupid part of this is that I ended up getting the 3 assessments signed off later and thought I could send them in and get the restriction lifted. No way, I was told that I need to either do the assessment dealing with a heavy fuel oil purifier (because it has a steam heater) or do ALL the steam assessments, only then could I get the restriction lifted

I tried to tell the person that my ship has a 116psi boiler, but doesn’t use heavy fuel oil, only diesel and they said it doesn’t matter. I have to either do all the steam assessments or the heavy fuel one. I was polite but told them that in no way shape or form does that make any sense at all. Even my Chiefs couldn’t believe it. So I failed in getting the restrictions removed. It’s even worse cause I know a few people that had their boiler assessments signed off on an industrial hot water heater. Wish ya luck.

So a hot water heater would work? I was just kidding when I said that.

I don’t think so. The Chief on my boat and the 2nd A/E didn’t want to risk their license by filling out a false assessment. Steam is steam, hot water isn’t steam. Maybe it would work, maybe it wouldn’t, but I don’t think you will find someone that will sign off on it.

Oh well doesn’t really matter if it’s a restricted endorsement I will most likely never use it anyhow. I’m only doing it since I have a enough time to get my QMED.

See NVIC 01-06 http://www.uscg.mil/hq/cg5/nvic/pdf/2006/NVIC%2001-06.pdf . If you cannot do certain assessments, you can still get the endorsement but will have a corresponding limitation. In you case, it sounds like it would be for motor vessels wiothout waste heat boliers.

You should only have to do the assessments you omitted originally that were the reason for the restriction.

Thats what I thought too. But, when I called and spoke to the person they said I had to do the heavy fuel oil purifier one in order to get the restriction lifted. So I just let my application expire as there was nothing I can do about it. If I really do not need to get the other assessment signed off I will try again, but it would be nice to have something to show them to prove I don’t need it. Any idea of something that would help my case? I looked all over and couldn’t find a reference or anything. Thanks

Do you have a copy of what you sent in the first time when you got the RFPEW with a restriction? If so, send them in along with the ones you didn’t have the first time. If in the aggregate you have all that are required for RFPEW-Motor (no other restrcictions), then you should be able to get it without the waste heat boiler restriction. In other wortds, the only ones you did not do are the ones that NVIC 1-06 can be omitted for motor.

I was just looking at NVIC 1-06 (thanks for leading me there by the way) and in the "Summary of Assessment Standards for RFPEW 1-1C 1/2, the ones dealing with “Monitoring Heavy Fuel Oil **** or Lube Oil/Marine Diesel Oil Purification Plants”. The 4 stars denoting that if it isn’t done you will be restricted to motor vessels without waste heat or auxiliary boiler. I never actually saw this written down before now.

 So I guess it says right there in black & white that if you don't have the Monitor Heavy Fuel Oil assessment you will get a restricted RFPEW. Guess I just need to wait till i'm up for my 3rd's.
