FYI to all, I appealed in writing when they would not add II/1 on my MMC, and after only a few hours, they approved the license and printed it. I now have both II/1 OICNW and II/2 MASTER stated on my MMC.

I was planning to upgrade in 2009 but things changed. I did the assessments in 2009 on board a vessel that was a US reg. vessel until it was transferred overseas. The GRT of the vessel was 417 and the ITC is 1091. Can I still use the assessments for upgrading now? Also, will my time onboard count for upgrade to 3rd mate as the vessel was over the 200 GT requirement.

I just renewed my 1600 oceans and on it I have II/1 and II/2. It also has OICNW listed under the Master section but under limitations states Limited to vessels of not more than 1600 GRT, 3000 GT.
Does this mean that I have OICNW for upgrading to 3rd mate AGT?

I’m pretty sure they changed how they issue credentials because foreign port state inspectors would harass mates that had a master license but it didn’t say OICNW.

You should be able to use them. The tonnage is OK, and there are no time limits on the validity of the assessments.

That’s pretty much what brought the issue to our attention.
In the past, NMC did not include endorsements they felt were “inherent” to another endorsement. This is why someone with an STCW endorsment for Master (II/2) might not have gotten II/1 (OICNW), II/4 (RFPNW), VI/3 (advanced firefighting)… etc). Also, for mariners who were grandfathered to STCW II/2 (Chief Mate and Master) by having had their US license prior to 2002, because they NMC felt that the mariner did not “earn” the II/1 endorsement. Following a decision on an appeal (from someone who used to be active on gCaptain), NMC was specifically directed to include II/1 for all mariners who get II/2 (subject to the same limitations as are attached to II/2) and generally to specifically list all endorsements they had previously considered “inherent” to the listed endorsements.
My own STCW is for II/2, but doesn’t include II/1 as I was grandfathered to II/2. If I were using my MMC, I’d have had that corrected.

I have a 500 GRT Master, with the ll/2 STCW endorsement. Licensed before 2002, was grandfathered… You are saying I can request and receive ll/1, and OICNW, on my MMC? ( Which I assume would be limited to not more than 500 GRT).
Then having that, with appropriate seatime will I then be able to receive OICNW for larger tonnages?
You can get the II/1 added, limited to 500 GRT if you currently have II/2 for 500 GRT. If you want to upgrade to 3rd Mate and get the II/1 increased to unlimited tonnage, under current piolicy you’ll have to do the OICNW assessments.
