Yes, and I hope it gets changed soon so that any applicant for master must also have done assessments for OICNW. Not to mention that STCW requires masters to have done assessments but the USCG only requires it of the unlimited masters.
I just renewed my 1600 Master, Oceans. On the new license under the master section is says OICNW. Then under limitations is states "limited to vessels not more that 1600 GRT, 3000 ITC.
Does this affect doing the assessments for 3rd mate?

Curious, did you ever turn in the OICNW Assessment Sheets, or did they just endorse OICNW on your 1600 Master when you renewed?

I haven’t turned in the assessments. A buddy of mine just renewed his license and he also has OICNW on his like mine. On the STCW page it has II/1; II/2; II/4 and so on.

To be approved to test for 3rd Mate AGT, you must have completed the OICNW Assessment Sheets as outlined in policy letter 11-07. However, if they gave you the OICNW Endorsement as Master, without actually completing the assessments, your guess is as good as mine whether they will approve your application for 3rd Mate AGT. It seems if they asked for the assessments, you could argue that you already have the endorsement. Would love to know how that one turns out…
I will say this, as a 500grt Master (upgrading to 1600grt Master in a few months)I recently completed all of the assessments and submitted for the endorsement just to be on the safe side (if changes are in fact coming). I figure its best to have them done then to bank on a CG licenseing loophole that may be closing.

I have completed the assessements and will turn them in with my app. I do not want any delays. I was just wandering what was going on.

That doesn’t smell right. Does the STCW page also include Master, with a limitation for 3,000 GT/1,600 GRT? If not, it might be a mistake and you should ask NMC to fix it. On the page with the STCW roman numerals, is II/2 included?

Yes, the STCW page has Master above the OICNW with the limitations of 1600 GRT/ 3000 ITC and I have the roman numerals II/1, II/2 and so on. A buddy of mine just renewed his license and he has the same OICNW on his.

Then you got the right endorsements. Since you’re endorsed to be a Master up to 3000 GT, you’re obviously qualified to be the Mate for the same tonnage. So you should have both endorsements.
