ITC Equivalent for 500 GRT Oceans license?

As best as I can tell, the USCG issues a license for 200GRT that also says 500 ITC.
And, they issue a license for 1600 GRT that also says 3000 ITC.
I have a Master 500 GRT Oceans, but do not see any wording for an ITC equivalent, other than the endorsement I recieved for OSV 3000 ITC.
If I want to work on a foreign flag vessel that only has ITC tonnage, what can I do?

suggest you request clarification in writing from the NMC as to what ITC tonage 500 GRT license equates to…also how the OSV 3000 ITC endorsement for the 500 GRT license pertains to foreign vessels…that should keep them busy for a month or two…BTW good luck with that!!:smiley:

I went through this a while back. There is no international equivalent to the US 500 GRT. The only tonnages the IMO-STCW recognizes is 500, 3000 and over 3000 (unlimited). They crossover to GRTs of 200, 1600, and unlimited. If you are on anything other than an OSV in domestic waters or on ANYTHING in international waters with an ITC tonnage, your license is only good for 500 ITC. I even begged them to just give me a 1000 ITC without the OSV and he said NO! All OSV endorsements are for domestic waters only.

the way I understand this…the US was one of the last countries to ratify the STCW and the USCG has been “tangle footed” ever since…I believe the IMO is meeting this coming July regarding STCW matters…the implementation of the NPRM relating to STCW has been “delayed”…speculate “you ain’t seen nuttin yet”!!

Not really. They are meeting in Manila next week to ratify the 2010 amendments to STCW. The amendments are pretty much set and there will be little if other business.

Foreign States can choose to recognize OSV licenses.

Not exactly. They can chose to recognize (any) near coastal licenses in their own near coastal waters. This is why many STCW endorsement not they are valid for domestic voyages.

Advice needed: I sail as master on small passenger ships T & K boats. They are US admeasured at 99tons. The ITC tonnage is approx 765, therefore when sailing international (they are SOLAS compliant) Officers need to have a greater than 1,000 ton ITC license. Previously, the USCG issued a VESSEL SPECIFIC ENDORSEMENT to allow experienced masters with at least a 100T NC U.S. License to sail as Master on these specific vessels with an ITC equilivent of 1,600 ton ITC. This is similar in policy to the current practice of allowing a 500T Master Sail as 3000 T (ITC) on OSV’s.
I am upgrading to a 500T NC Master by September. How can I have my application ammended (what is the procedure to follow) to allow either a 1,600 (or 1,200T) ITC endorsement to be added to my license at the time of upgrade? I am concerned that with all the consolidation at the NMC such specific requests may no longer be considered as the once were when the REC’s had authority to consider specific circumstances. Thanks for any light you can shed on this subject.
P.S. in the PROPOSED new license regulations, it appears that the USCG recognized this ITC conundrum by showing an EQUIVILENCY for the 500 Ton US License as 1,200T ITC. that would suit me fine, but obviously those changes were not adopted.
