That is not a true statement. A 500 ton Domestic license is 3000 ITC not 500 ITC. A 200 ton license is 500 ITC.
That is not correct. A 500 ton license is in fact a 500 ton ITC… Or a 3,000 ITC OSV if you ask for it… again OSV! Not a true unrestricted 3,000 ITC.

Do you hold a Master 200 GRT / 500 ITC license, or a Master 500 GRT / 3000?
The USCG is now issuing Master 500 GRT Oceans to include Master 500 GRT, 3000 ITC (OSV), 6000 ITC Oceans.
I held a 500 ton 3000 ITC unrestricted. 500 domestic is not 500 ITC.
I have a 500 ton master oceans currently. Do I need and can i submit for the 3000 ITC (unrestricted)?
I went and got this license specifically for this vessel hoping to advance and now my employer isn’t sure whether or not i can sail international.
There seems to be a lot of confusion about this when it seems to be such a simple question but I have gotten two different answers the last two times I’ve called the USCG.

It could have been issued in error. I continued upgrading and was also mainly on osv’s. It never was an issue. If this guy has a 500 ton Masters license he can operate this vessel internationally. The tonnage is within the limits.
I have given up trying to figure out the question of international and Oceans for that matter. The USCG does not seem to care so why should anyone else.
Tonnage is another issue, though idf a 500 ton guy can get a 3,000 ITC for osv without doing anything other than asking nicely, I can’t see why a 1,600 guy should not be able to get a 9,600 ITC by just asking nicely too.

You might have slipped through the cracks I know as of January this year if you hold a 500 Master you can get a 3000 ITC OSV so you will be trade restricted. I know this because I asked for a plain 3000 ITC non restricted and was denied and was told I was only eligible for a 3000 ITC OSV with a 500 Master. I dont know how you can get a 9600 ITC on a 1600 ton Master license with out going through one of the large OSV programs that certain companies have and I know those are only rated up to 6000 ITC. I never did figure out if a 3000 ITC OSV only allows you to work in the gulf or if you can work over seas on that license as long as you are on a US flagged OSV.
The 9600 endorsement was a joke.

This is true. When I first upgraded to 500-ton Master, my license had a 3000 ITC non restricted endorsement. A few weeks later they sent me another license without the endorsement because it was a mistake.
I currently hold a 500-ton Master Oceans, but my ITC restriction says" Limited to service on motor propelled offshore supply vessels of not more than 3,000 Gross Tons (ITC Tonnage). Valid for domestic near coastal voyages only."
That endorsement doesn’t really help me because it doesn’t recognize my oceans rating for ITC. I thinks its about time the USCG follows the rest of the world with tonnage restrictions. As for now, the only way to get 3,000 ITC unrestricted is with a USCG 1,600.
If anyone knows another way, please let me know. I’m considering working on a foreign flagged vessel, but my license only has 500-ton equivalency.

In your situation, Because your ship has both a 291GRT and an 1903ITC listed, you can sail referencing your license to the GRT. If your ship had only an 1903ITC listed then you couldn’t. At least that’s the way I’ve experienced it.
