They obviously don’t need officers badly enough to provide the DP training.
After the last few years of minimal activity in the oil patch, I would think that most guys would have expired DP now.

It could help oil prices in the long term of 6 months or more. If production slows today because of a drop in the forecast demand, and when the usual 3-4 week wave of the bad news passes, consumption demand rises but no effort was made by the market to bring more barrels online.
