Actions? If wishes were horses he would ride, if dreams were real he would build cities in his name. He’s a wannabe dictator, not a bona fide dictator yet, as much as he would like to be one. I suggest you look at the definition of the term “dictator.” The Orangeman fits virtually all of them except “one who takes dictation.” He can’t do that because his language skills are inferior.
