USCG New Rule Published Yet?

The Coast Guard evaluates courses and sets minimums in hours, not days. Some courses given over 4 days provide more hours of training than others given over 5 days. It’s also not unheard of for a school to offer a course that exceeds the minimum, and modify it later by reducing the hours.

We were told that the new rule would likely be finalized and published by late October. I was just wondering if anyone could give a better idea of the current time frame.
