Supplemental Notice of Proposed Rulemaking - STCW Implementation

See today’s Federal Register for more info on the status of the proposed rulemaking:

hope this goes through…for the “lower level” mariner believe the process of a SNPRM may be a good thing!!

In response to feedback we have
received and to the expected adoption
of the 2010 amendments to the
Convention under development at the
IMO, the Coast Guard is reviewing the
approach outlined in the NPRM. As
such, we are considering publishing a
Supplemental NPRM (SNPRM) as a next
step. The SNPRM would describe any
proposed changes from the NPRM, and
seek comments from the public on those
proposed changes.
This document is issued under
authority of 5 U.S.C. 552(a).

So, in a nutshell, it looks like, with respect to proposed rule making changes, the folks in charge are considering doing something.

p.s. Thanks for the update. It would be interesting to see a website that was a running dialogue of the comments submitted regarding the proposed changes.

The comments are here:

As I’ve noted before, we are very limited in what we can say while the rulemaking is in progress. If an SNPRM is initiated, it will possibly include a discussion of the comments.
