I think it all depends on the evaluator. Over the last few years, i’ve had a couple that were receptive to phone calls…but have had plenty more flat out ghost me.
The USCG has kicked the can down the road four or five times already on the requirement that only QA’s can sign-off Records of Assessment. I think they will continue in this pattern - or eliminate the requirement for QA’s completely. You would think that if it hasn’t worked out yet, they’d give up on it at some point.

I recently got my oicnw NC less than 500.
My license states- Officer in charge of a Navigational Watch and Masters (Less that 500 Gross Tons). It is listed under International Regulations
I only held a mate of towing near coastal and 100 ton master before that.
Whats woth the masters part? Can i get a 200 master domestic? Just curious and not sure what the masters part means?

You must have the appropriate domestic endorsement to sail on your international endorsement. So it looks like when you applied for II/3 less than 500 GT the gave you both oicnw and master since you hold both a master and mate domestic endorsement. But you can’t use the 500 GT STCW master endorsement on anything over 100 GRT assuming the vessel has dual tonnage. It will do nothing for you trying to upgrade your domestic endorsement, though.
