Received the RFPNW endorsement today and it shows [B]ll/3; Vl/l[/B] on the sticker… What exactly does that mean? In the course “outline” it says covers 1-1A thru 3-6B (28 assessments). Is this the same thing?
To kill two birds with one stone , I also have a question about the OICNW. Searching this endorsement I believe in 2011 you no longer needed to get assessed. You can apply for this rating on experience (sea time as master) alone. Is this true?

What’s on your endorsement are the STCW sections applicable to that endorsement. In your course outline those numbers are the assessments required to get those endorsements. In other words, you would have to complete assessments 1-1A through 3-6B (whatever those are) in order to get your endorsement as RFPNW under STCW II/3 and VI/I.

No, sorry. Though I suspect that question may have been answered elsewhere on this site, if the search function works properly.
I just upgraded from 200 master to 500 master and I got OICNW with the issuance.
Last year when I started the upgrade process, I was entertaining the idea of going for 1600 mate. The OICNW for that involves getting an assessment done, or I believe you can do a coursesimulator for it?

I looked in the posts and their pretty old. I think this new rule (if it actually exists) is not here. The more you read these Letters and CFR’s it’s more confusing. Can anyone answer the question? Can you get the OICNW with sea time alone as a master??? Thank you awulfclark…
As per the NVIC 12-14 which basically replaces Policy Letter 11-07: Assessments are not required if the mariner holds or has previously held an STCW endorsement as Master (STCW II/2) valid on vessels of 500 GT or more other than Offshore Supply Vessels issued after 1997. This will apply regardless of when or how the mariner obtained their endorsement.
If you do not meet this criteria then my guess is you would have to do the assessments. Maybe Mr. Cavo can weigh in??

I only have time as master on 100 ton OSV’s.( over 2,500 days) So, I guess I have to do the assessments?

Louis- I got it… OICNW is same as RFPNW except it means I am a captain as well… under 500 gt
A guy going from 100 ton master to 500 ton/3000 OSV does not need to do assments.
