If you have recently (less than 3 months) taken and passed the 6 modules for upgrade to Master 500gt Near Coastal and have been upgraded by the Coast Guard and then you get a certificate for the Celestial Navigation course, which satisfies the 206xx module for upgrade to Oceans endorsement, at a school such as MPT, will the Coast Guard then waive the 207xx module testing requirement for Nav & Deck General supplemental to get the Oceans endorsement upgrade? Someone has mentioned to me that they would probably waive the 207xx module test since the applicant has recently passed the Nav & Deck General modules for the Master 500GT Near Coastal. Can anyone confirm this? Or has anyone reading this been waived in such a case?
No. It is what it is, a celestial course. It waives the requirements to sit that section. It can be used for either the celestial section of the license testing or the STCW module for OICNW but not for both. Some of the schools add, at extra charge and time, the management fro Masters level, but it is not automatically there.
I am also looking for further information on this. I was issued 500 Maters N/C just under a year ago and am scheduled to sit the USCG approved Celestial course instead of sitting module 206 at REC. Will I have to still go to REC and sit module 207 and Rules test again in order to be issued Oceans Endorsement?

The approval of most courses specifically states the course is approved for an “increase in scope” of a 500/1600 GRT license. In this instance, an increase in scope is going from near coastal to oceans (note the approval quoted here: http://gcaptain.com/forum/maritime-training-licensing/4997-navigation-deck-general-approved-courses.html#post32948). It’s not approved to “waive” the celestial exam if you’re sitting for an original issue of a license. However, it MIGHT be possible that it will be accepted for this purpose.
