[ATTACH]2665[/ATTACH] Happen to have a 3rd mate 2000 GRT. And a 4000 ITC as I post this. I’ve attached a copy of said license so no one thinks im full of “it” I basically quoted policy letter 11-12 (4) a and explained that most of my companies boats were ITC and when I’m overseas that they are ALL ITC. Mentioned how pointless it was to have an " international" endorsement , and not have the " international" tonnage attached to it. I went for “review” for about a month and then it was issued. Got it a couple months ago
I wish I could go back to the NMC and tell them about that paragraph from 11-12.
There should be no reason that you can’t. You need to call them and provide dates that you asked for this and tell them you should have it is per 11-12. They should review your previous application and change it for you. It is really a very simple process.
I have an appeal in to USCG HQ but that process is slow.
They shorted me on some STCW ratings before and it only took two weeks for them to correct it.
The official reconsideration at the NMC was rejected and so my file is a USCG HQ which is a long process.

I quoted 4 (a) (i) in My email to NMC and after a month of review they gave it to me.
I like 4 ( a) ii Which ststes all tonnage limitations will be removed with 6 months on vessels over 1600 GT in the highest grade endorsed.

I have the policy letter, three problem us they can’t do anything about it because it’s in appeal. They already decided that they didn’t want to give it to me even though I quoted the policy letter to then.
I get the impression that the USCG really wants to limit limited license mariners and keep them as limited as they possibly can.
I have a question about these assessments. If you have to get BRM and ARPA assessments signed off why do you still have to take the classes?
USCG requires a structured class and test, STCW requires Assessments.

The policy letter or the USCG Checklist doesnt specifically state how much sea time is needed up upgrade from 1600 mate to 3rd Mate, would it be a year of sea time on his 1600 mate then an automatic upgrade or is it something different?

In terms of sea time, it’s not an upgrade. The service requirements are the same as for someone who is seeking their first license. You can use the time you used to get your current license again, as long as it’s all on vessels over 200 GRT.
He has satisfied the requirements for 1600 mate and will test around April when he finishes his classes. So what you are saying is that come August when he has satisfied his AB sea time requirements for 3/M, he can just submit his sea time and get issued his unlimited license without any further testing?
That’s exactly what I did a few years ago. AB time had to all be over 200t and half over 1600t for unlimited thirds. Believe all I had to do was flashing light

I don’t know what his experience is. He can get 3/M if he meets the requirements in 46 CFR 11.407(a)(1).
Why is it that under 11-07, 1600 mate can get 3rd unlimited with no additional testing but when master asks for that he has to test? I am not picking a fight here, just trying to understand it.
I’m trying to find out how someone can test for a 1600 mate, never sail on it (keep sailing AB) so he can satisfy the 3/M requirements, then just get handed a 3/M NC.
