Lots happening in the jackup market lately:

Noble will operate two of the rigs sold to Borr, Noble Mick O’Brien and Noble Resolute, under a one-year bareboat charter agreement.

PS: Things have changed since the early days of offshore drilling in other places than the GoM.
In the late 1960s/early 1970s 3 US rig building yard set up operations in Singapore to build offshore drilling rigs of US design, with US made equipment, mainly for US contractors and used to drill for US Oilcos around the world.
