They do their underway TOAR course on a vintage single screw diesel electric tug on the Hudson River above NYC about twice a month.

There are a ton of captains on the river that can sign you off

Remember that the TOAR has to be signed by a Desinated Examiner, there is a website in the CG page that has most of the DE authorized. Just need last and first name of the person acting as DE.
