gCaptain picture of the week =Jones Act violation?

The picture of the week shows the M/V Tsuru, the caption reads that the ship is hauling coal uploaded in Rhode Island and will deliver the cargo in Massachusetts. The vessel is foreign flagged. So what gives? A Jones Act violation?

Didn’t see the picture, if it is true they may of have a trip waiver from the goverment.

They are delivering the coal to Rhode Island, it could be coming from any number of places…

So isn’t loading cargo in Rhode Island and Discharging it in Massachesetts transferring cargo between 2 USA ports and therefore a violation of the Jones Act when said vessel is foreign flagged? Or, are there so few available USA flagged vessels available that a waiver was given? That seems surprising. Does “spot charter” status trump the Jones Act? Also why was this vessel chosen as “Picture of the Week”?

Steamer, No need to attack MY reading comprehension. It was an honest question…still waiting for an answer if there is one out there.

The ship did not load cargo in RI. It says “outbound narragansett bay…and had just unloaded her cargo bound for Brayton Point.” The cargo was unloaded at Brayton Point, which is in Mount Hope Bay, and in order to get there, you have to go thru Narragansett Bay.
