Module 018 sounds weird. Deck safety and Rules of the Road and only a 70 passing score? Does that sound right??

A quick Google found me this: https://towmasters.files.wordpress.com/2009/02/mm-deck-exam-guide.pdf which is the testing guide. If I read it correctly, the 018 module is for “aux sail”. the mods listed for your license are different and the ROTR part is at a 90% passing score.

You’re mostly right, it’s not a rules test per se. “Deck General” in the title should tell you it’s not the normal rules test. It’s for an aux. sail endorsement and includes a few rules questions amongst deck general. It’s 20 questions and passing grade for the entire module is 70% (the Rules content is [U]not[/U] graded separately). The rules questions are only those rules specific to sail vessels. It looks like this guy is going from Mate 200 N/C to Mate 200 Oceans, and adding Aux. Sail. The normal (90% passing) rules tests for all endorsements are either “Q100” or “Q300.”
That exam guide you looked at was correct on this, but it is outdated. It’s not the current version. I would be suspicious of Coast Guard documents from non Coast Guard sites, they often are not updated. The current versions are here: http://www.uscg.mil/nmc/training/exams/default.asp
