Have partial TOAR worksheets completed.
Seems I can complete the assessments right in New York at Diamond Marine Services.
Curious if any readers have done this. And walked away complete with TOAR endorsement.

Unless you are working on a tug with a cooperative Designated Examiner, Diamond Marine is the fastest, best, and cheapest way to go.
