The current policy for acaemy raduates to qualify for DDE is in the “Marine Safety Manual” Vol. III, Chapter 12, Section 10:
For DDE 4000 HP, after graduation you need to either get 60 days sea time in the engine department in any capacity, or complete an approved industry training program.
For DDE Unlimited HP, you need 6 months experience as a licensed engineer and a recommendation from a company operating vessels manned with persons licensed as DDE Unlimited.
The above policy may change based on the outcome of the current proposed rulemaking.
thanks for all your help!
This is a late response, but for anyone in the future:
Academy Graduates: Designated Duty Engineer (Unlimited). Since persons servingunder a DDE Unlimited license may be the sole engineer on board a vessel, hands-onexperience as a DDE-Limited Engineer is an important supplement to their onshore training. When applying for an endorsement as designated duty engineer (DDE) -Unlimited HP (morethan 4000 hp/ 3000 kW), they may be allowed, for the purpose of evaluation only, to present awritten recommendation on company letterhead after six months sea service in a licensedcapacity and be granted this endorsement without further examination.
If you have 12 hour watches (1.5 sea days per day), then you can receive a DDE Unlimited much faster. I upgraded in less than 6 months.
