C/M Unlimited adding 1600 ton Master

So here is the deal. I have already read the few of the threads on this on the forum, but the USCG is giving me the run around.

A few months ago I sat for and passed my C/M / Master Unlimited exam for my C/M license. Now I want to add on the 1600 ton Master endorsement(I know I should have asked for it when I upgrade to C/M), and from what I’ve read on other from other threads on here it should be a strait forward pay the fee and it gets issued. Unfortunately, the NMC has told me “[I]Per 46 CFR 11.412(b) and per the exam guide an applicant holding a license as a chief mate or second mate may be eligible for a Master 1600 upon completion of a limited examination. The approved to test letter you received is for the limited exam module 011x1 and is correct[/I]” even after I wrote to them to explain this.

What is the best way for me to proceed, besides taking an exam that I already have taken?

You can get around the test. You took the test for C/M, but not the limited one for 1600 GRT.

Need to take the test.

And its a license, not an endorsement. And a nice one to have if you ever decide to really use it and get out of the saling from sea bouy to sea bouy.

The best, quickest and easiest thing for you to do is to take the limited exam. The fact you didn’t ask in the first place is your fault and why you now have to jump through hoops. You passed it once, do it again.

License = officer endorsement. See the definition o9f “officer endorsement” in 46 CFR 10.107

I thought the same thing but placed the 1600 ton endorsement request on my application. When I sat for my CM/Unlimited I had to also take the 1600 ton Masters exam. Piece of cake.

That still doesn’t sound right. After looking at the Guide for Administration of Merchant Marine Examinations, it specifically states in the licensing notes for 1600 ton master that “[I]Applicants holding an endorsement as Chief Mate AGT Oceans or Near Coastal originally issued after 1 February 2002 do not require testing to add this endorsement[/I].” Why would I have to take the test if I fall in this category. It’s not that I’m opposed to taking it [I]If I have to,[/I] but it would be a huge inconvenience for me to have to travel 1/4 of the way across the country to take an exam just because an evaluator didn’t read the exam guide closely enough. Regardless, I sent them this with the request to reconsider, and I’ll wait to see back from them.

Yes, it seems odd that after having just taken and passed the CM/MASTER AGT exam, you then have to take the Master 1600 exam.

You shouldn’t, have to, unless you got the old chief mate only test. But, the test modules are auto generated based on everything you applied for, and an evaluator who is not knowledgeable may not adjust the list of modules. They did it to me. Last time I renewed, they told me I had to take the renewal exams for chief mate and master 1600. I appealed arguing that since the chief mate renewal test is the same for master unlimited, I shouldn’t have to take both. They agreed with the appeal, but it should not have been necessary to go to that. I suspect something similar might have happened to you.

I don’t understand it either. I haven’t sat yet, but I’m approved for CM. I also applied for 1600T Master and have to take the crossover test. Makes no sense since the CM test is the Master Unlimited test. Jdcavo said you can get out of it by asking to reconsider, but since you already took the test maybe that puts you in a different category.

why did you not get 1600T (by way of short exam) when you upgraded to 2/M unlimited from 3/M unlimited? did you not ask to take the exam then, or is that not possible anymore? That’s when i got mine.

I didn’t have to take an exam when I upgraded to 2/M. I just had to submit my sea time and it was issued, as this was already on the new system.
