Another RFPNW Question

Maybe someone here can clarify this for me. Here is what I have going on, I hold a 3000 Ton Fishing Vessel Master ticket (since 95 1600 mate Fishing in 91) I recently got my 200 ton NC Masters, Looking at my 1600 ton Master Oceans in the next year I presently have plenty of seatime as master. I am going to chip away at my Requirements for the 1600 before I study for the exams.I have my BST and will have my AB unlimited and Life Boat in a couple of weeks. I am concerned with the RFPW. Will my deck time for the time period
1 October 1986 and 30 September 1991; for this work for my rating form. or does my time on my Fishing Vessel Master work? Thanks for and insight anyone can give.

What was your capacity while working on deck in the late eighties?

I think it needs to be over 200 grt but I can’t guarantee that.

I was told by NMC that a min of 90 days has to be over 200 Grt


There is nothing in the policy letter that stipulates tonnage.

Actually Enclosure one to the Policy Letter stipulates tonnage quite specifically.

Yes you do need to have 90 days/half the time over 200 grt. Reguardless of already being a master of any kind. You either need to have a DE ( designated examiner sign you off or also you can look into some of the maritime schools do it with the simulator. But you do need that time!

You need at least 180 days. 1/2 of those being on over 200 gRT. You can either have a DE Designated examiner (perhaps one of your captains) sign the assessment part of it. Or take the assessment at a school. Make sure you get the rfpnw sea time sign off sheet signed by all the masters or mates (who must have over 500 ton NC license or greater). Of the vessels you completed your time on.

Some of my confusion is with the fact that I have sailed only as master for the last 15 years as 1600 & 3000 ton master Fishing Vessels with all tonnage above 200 and most around 1200 tons, it is hard to get a answer about what crosses over from the limited License to the inspected as NMC does not deal with this very much. It seems that the only way to get an answer is to pay $50 for an endorsment or $100 for a upgrade even if you only want to look at your options as asking the nmc any question is answered in a general way and anything specific about my License will not be answered. After Looking at OICNW I am even more confused than ever. Hopefully someone who has gone through the process of going from fishing vessel master to Inspected master will chime up.

A DE is not required for RFPNW. Enclosure one to the policy letter lists what is required for a person to be able to sign them off at sea.

I think the confusion is an old policy letter or something from the coast guard calling an “assessor” a “designated examiner”, back before there was a towing DE. The term does not apply to stcw assessments though.
