I’ve searched, and searched, and am awaiting a response from the NMC, but what the hell maybe someone here knows… I need to submit an annual physical, per the federal register https://www.federalregister.gov/articles/2006/09/28/06-8306/exercise-of-authority-to-require-pilots-to-submit-annual-physical-examinations …it says submit to REC, but no details on exactly how unlike the other transactions. I would also like to make sure it gets me an updated STCW medical certificate, especially since they botched the date on the one I received last year screwing me out of a year.
Also…y’all running mud boats over 1,600 tons do this crap? In the past few years i’ve had another transaction happen in the same timeframe and have submitted my physical as part of a package.

You should look at the actual CFR, not old Federal Register notices. That requirement was changed, see 46 CFR 11.709(b). You still have to get the physical every year, but you do not have to submit it every year, you only need to submit it every other year.
If you want a new medical certificate you will need to send in the physical and ask for a new medical certificate. I’m not sure of the details on how to get a new medical certificate when you are not also applying for a renewal or raise in grade, ask NMC for how to details. The process may be different, and I am not sure if you need to submit the usual application form (the physical should be on the “719-K” form if you want to use it for a new medical certificate).
Thanks, I was wondering why the CFR’s said one thing, federal register another…its confusing especially when you factor in heresay. I believe you, but because that federal register notice is still there whats to stop people from thinking they must do so? What caused them to change that policy, and when did it happen?
I just emailed it to the REC noting what I wanted with their regular application instructions. Based on the expiry date I figured the sooner the better.

Because it’s 2014, and the Federal Register excerpt was from 2006. If you look at a printed copy of the CFR (the 2014 change isn’t in print yet) the small print text at the bottom of each regulation will tell you when it was last changed.
