Does anyone have any information on what was changed in the 2010 revisions and how it will affect US mariners?
Here is a link to a general overview of the changes to the STCW Convention and Code, refered to as the “Manila Amendments”. The powerpoint presentation is from the 2010 American Sail Training Association Conference held recently in Long Beach California.

Has anyone heard any updates on when the USCG Final Rule will be out including the Manila Amendments?
Or separate rule on STCW B-V/f DPO endorsements?
Or any other countries issueing B-V/f endorsements yet? I haven’t seen any.
