Has anyone heard anything about 1600 captain being grandfathered in to chief mate?
There is no such thing. You will have to [U][B][I]test[/I][/B][/U] for a 3rd mates ticket and work up from there.
I heard the uscg was looking to make some changes with ITC, doing away with 6000. Grandfathering 1600 Ton CAPTAINS to Chief Mates.
There is some language like that in the SNPRM dealing with STCW endorsements, but without the corresponding domestic endorsement it won’t mean shit. Doesn’t look like the domestic endorsement requirements are changing.

Not grandfathering, but allowing someone who holds a Master 1600, with time serving on that license, to upgrade to (after doing all the assessments and exams) Master Any Gross Tons.
Also in the plan is allowing anyone with 3 years of time as OICNW to upgrade straight to Master Any Gross Tons.

Not a “plan,” a proposal. We haven’t put out a final rule yet.
I have pored over the SPNRM for hours upon hours. I have seen the language you describe, but only in the section for STCW endorsements. I haven’t seen any language like this in the section outlining domestic endorsement requirements, have you?

I don’t remember seeing anything for domestic endorsements. I’m just waiting until the rule comes out to see what they do about any of it.

I wouldn’t hold my breath…I can’t even get the 3rd without examination, my Mate 1600 can! Same Mate that I signed off and assessed. The 2nd with one year of experience can get my license with limited examination. Life saving brunch of USCG is wonderful and I am grateful for that!..but the legislative one sucks.
Your Mate 1600 has studied for and taken the exam that is the same exam given to anyone and everyone applying for Mate 500, Mate 1600, and Mate AGT. The test you took for Master 1600 was a different test, and according to several sources I have talked with at schools, the Mate exam is more challenging than the Master exam you took.
…and does that make any sense to you? Who is ultimately responsible for all operation and safety of the vessel…mate or captain?..ok I will play along with your statement …why no crossover exam for all the topic that weren’t covered?
It makes no sense at all.
Just the result of an effort to align our licensing requirements with the rest of the IMO nations that are signatories to the several STCW Amendments. As I understand it they made changes at the mate level first and have yet to finish the job.
A crossover exam is a wonderful idea, but if it wasn’t in the SNPRM it probably will not be in the CFR update rumored to be happening by the end of this year.
My masters exams were different than mate’s exams, i personally found some subjects easier, some harder on each. I do think my masters was harder though, but not by much.
It’s been 14 years since I last tested, it will be interesting trying to shake the cobwebs out when I start studying next year for Mate 1600
I just took all six for my 1600 master and shot through them, chart plot was harder than on my mates. Nav Problems was about the same and I have to retake it.
Going to take the plunge and start working on the assessments! Just wish the USCG would have a better scan of policy letter 04-02! Understand the fuss about testing for 3rd, but if one has been a 1600 master then the test should not be a challenge!
