Will 3rd Mate Unlimited Lic Suffice for Mate 1500 Ton Inspected Requirements?

If someone has a 3rd Mate Unlimited Oceans lic, will they be able to sail as Mate of 1500 Ton Inspected Vessel?
If so, do you know where this is stated in the CFR’s?
