One issue is the “employment at will”. If you are captain and are told to do a tow job across the Gulf of Alaska in winter without proper preparation you might think taking a chance you might get lucky is a better move then displeasing the boss. This might not be an issue if your boss is an ex-tug guy living in Seattle but if the boss is in sunny GOM it might be.
I don’t see how at will employment is consistent with the master overriding authority.

I read a post on gcaptain years ago, maybe 2005. A GOM captain could not get a “lookout” as required by rule #5 of the rules of the road. When the captain complained to the office, he was told he would go before the deckhand would. Masters overriding authority? Hah ! If you truly believe you have over riding authority, I got some ocean front property in Arizona I will sell to you. That is " at-will " employment or otherwise known as Fire-at Will. In the GOM, you either break the law or fire-at-will
