Well stated dougpine. Look back at the old Navy YTBs. Folks went to 2 years of shore duty to “learn how to” and then operate those tugs. If it took 2 years to learn the job, they’d be rotating back to duty at sea on a tin-can without ever finishing their quals as Craftmaster.
