I actually think they are looking for Americans there but want to know how a foreign flagged OSV is working in the GoM unless it is doing subsea or something not involving carrying cargo or towing? Maybe someone here knows?

Not sure how a boat like that gets a job in today’s gulf. You can get a Callais/Harvey or an Oddysea boat under 100tons that is just as or more capable than it is.
