Will sailing as an ETO (not an ETR) count towards next license upgrade? I know half of qmed time holding while holding an engineering license counts but I couldn’t find anything about ETO.

Depends on what you’re going for. Read the CFR requirements for whatever endorsement you are applying for. It may count for some, it won’t count for others.
