Yes, everyone who has been anywhere Ebola has been should be quarantined for 21 days.

That is the same combo we used to get decontaminated with after sewage plant dives when working as a commercial diver.
My guess is grey water is not safe and not treated.
Treated black water should be safe if chlorine levels are where they should be.
