[B]GENERAL DESCRIPTION:

Develops and oversees programs and projects, strategic planning, and the direction of Maritime Division operations. Coordinates the implementation of federal and state funded programs. Develops policies, procedures, staffing and funding requirements to execute division programs. Reports to the Director of Maritime Division. Work requires extensive contact with high-level executives, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Extensive overnight travel is required.[B]MINIMUM REQUIREMENTS[/B]

[B]Education and Experience[/B]
Bachelor’s degree in planning, government, engineering, public or business administration, or a related fieldplus five (5) years responsible professional transportation experience. Graduate level education in the above degree areas may be substituted for professional experience on a year per year basis. Must have three (3) years demonstrated managerial/supervisory experience. (Experience requirements may be satisfied by full -time experience or the prorated part-time equivalent.)

[B]ESSENTIAL DUTIES [/B]

Promotes the development of the maritime system of Texas.
Develops and implements policies and procedures for departmental maritime activities.
Establishes strategic direction, legislative goals and innovative funding opportunities for the maritime system.
Oversees and directs the development of short and long-range plans and reports for waterway, seaport and marine operations.
Develops strategies for effective communication with internal and external stakeholders.
Participates in the development of the Statewide Long-Range Plan.
Represents the department in its capacity as the non-federal sponsor of the Gulf Intracoastal Waterway.
Serves as department liaison to the Texas Transportation Commissions Port Authority Advisory Committee.
Collaborates with federal, state and local governments and agencies with interest and responsibilities in maritime services, including the U.S. Army Corps of Engineers, U.S. Coast Guard and U.S. Maritime Administration.
Reviews, monitors and analyzes state and federal legislation related to maritime and directs the implementation of legislation affecting maritime activities.
Drives to represent the Department at national, state and local levels concerning maritime activities.
Plans, assigns and supervises the work of others.
May serve as the division director in their absence.
Performs other job-related duties as assigned.

[B]CONDITIONS OF EMPLOYMENT[/B]

Driver 's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
Must attend work regularly and observe approved work hours.
External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.
External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.
Successful completion of a post-offer/pre-employment physical exam at the employer’s expense is required.

This position requires extensive overnight travel.

Aye, no argument there. Never have figured-out how the state staffs, plans for, directs, etc. its ferry operations.
