Yes it does. 
I believe we both know which company I was referring to, but better don’t name it here.
Marcos has no idea about STCW training. Filipino mariners have been certified for years in water survival but most training centers don’t even have a swimming pool. But my guess is EMSA will back off because they need the cheap labor.
