I have no idea why they are telling you the dde unlimited is near coastal unless you don’t have stcw. If your talking about an OSV endorsement then that’s a whole new animal. Check out the CFR states " DDE unlimited may serve on any waters" The NM is famous for screwing up licenses when issuing them. No class available for just an "oceans"is endorsement for engineers.
Ask them what training. They likely can’t point you to a specific course since there is no specific course for engineers to receive an oceans endorsement. My guess is that they are talking about STCW since your applications now are broken out into Domestic (non STCW) and International (STCW), but that doesn’t really make any sense either since the CFR section power230 is referring to makes no distinction.
My MMC essentially has DDE Unl HP listed twice. Once for Domestic and once for international with just different wording. Neither mentions any route limitations.
46 CFR 11.501 is the relevant section that says DDE with no HP restriction can operate on any waters.

Near Coastal requires a valid STCW as well.
Why would the NMC put a near coastal restriction on A DDE unlimited?
And what regulation are they basing it on? What guidance could they have that trumps the CFR?
