That’s an interesting document. This is from Chapter 4 “Operating Areas” - covers both areas and local weather.
None of those recommendations will make a difference if the Master takes his DUKW out when conditions are beyond the COI.
It’s long been understood that simply having written requirements is insufficient.
For ships, for years back, there have been written requirements (in the CFRs) , for example for fire and boat drills.
However regulators don’t just leave compliance up to individual captains. There is a requirement that a record of the drills be entered into the log. The CG checks those logs and in addition they hold drills to check that the crew is sufficiently competent.
The National Academies report just uses those same basic principles and applies it to duck boat safety in general.
