None of that (base privileges and housing) was brought up in April, 2008 NEO. It was explained that the card they issued - I still have mine - was to ensure proper treatment per Geneva Convention rules in case of capture (not kidding. That’s what they said!) by a hostile navy.
I’m shocked considering how much time you’d be spending on a military base. I was at a Navy Hospital for almost two years before I got my medical discharge. The job the assigned me to had me work with civilian employees. They knew all about it.
