If you have been considered and the rejected, then you’ve done a lot better than many. Many well qualified candidates never hear anything back from Harley at all.
A lot of people don’t believe that the advertised job openings actually exist.
In this job market Harley must be getting an incredible flood of online applications. I wonder if, how, or by whom, those applications get reviewed. They do seem to have turnover, so they must hire a few people.

Only recently I’ve been getting generic responses that they chose someone else. I’ve been applying to them for the last couple years, and I exceed their minimum requirements.
They may be on the anti hawsepiper band wagon, or this could be one of the companies where you have to know someone…or like you said, the openings don’t exist.
The only people that I know who work at Harley, or have worked there, are “hawespipers”
Harley many not be that attractive to academy grads.
I don’t really know much about any of their other companies but at least half their Mates at Starlight must be CMA grads. I don’t know that that has anything to do with preferential hiring as much as it has to do with the amount of CMA grads living in the Bay Area and working on tugs.

It seemed that way to me when I interviewed at Harley. When I asked the timeline for filling the position, I got a vague “potentially this summer” response. Keep in mind this was during winter. 4-5 months later I got a frantic “we need you now!” call from them for a subordinate position to what I interviewed for. Gratefully I was already employed elsewhere.

I hear that Harley is union, IBU, in SF Bay and LA, and that the guys make “very good money.” Harley also has good boats in SF Bay and LA. So, it’s no surprise that half the mates are CMA grads in California.
The boats in Seattle are mostly old and rough. The new ATB is not very well regarded by some of the guys that have been on it. Harley is non-union in Seattle and the pay is toward the low end.
The three Alaska boats have a much better reputation.
I could be mistaken, but I think Harley is SIU in SF Bay. The rest of the tug companies are either IBU or MMP inland.

You might be right about SIU. I seem to recall hearing IBU, but I’m not sure. I didn’t hear exactly how much they are making either, just a lot more than Seattle.
