In the “Westminster System of Government” the Head of State and Head of Government are separated. Neither is elected in direct election.
In Norway the General election is selecting MPs representing the different constituencies. They are from multiple Parties, with a wide range of political agendas, from the far left (Red Party) to the far right (Progressive Part)
The PM is selected by (usually) the largest party in a coalition of two or more parties and appointed by the Head of State (The King)
If the PM no longer represent the majority in the Storting he may form a new coalition, or be replaced with a PM from another coalition of parties.

There were no American forces in Norway in May 1945. Norwegian resistance fighter had prepared for this for some time and, together with Norwegian forces stationed in Sweden, they disarmed the Germans already on 7th May.
An Allied delegation, lead by a British General, arrived on 8th May to accept the formal surrender of the German occupying force.
This delegation also incl. representatives from the US and the Norwegian Government in exile, stationed in London
