In a startling and unexpected move, the Coast Guard has eliminated training requirements that were costing applicants for certain Mate licenses tens of thousands of dollars in tuition, travel, and lost wages. Policy Letter 11-02, announced in the Federal Register on July 1, 2011 cancelled the qualification provisions of Policy Letter 01-02 and 16-02 that have bedeviled hawsepipe applicants for 500 ton, 1600 ton, and 3<SUP>rd</SUP> Mate licenses since STCW 95 came into force 10 years ago.
