Isn’t this totally useless when shippers falsify box contents as has apparently been the cause of many fires?

IHM is not about cargo but hazardous material carried by the ship as store, or permanently installed (asbestos etc.).

Good point, I misread the application.
But, it does seem redundant since every package of potentially hazardous material is delivered with an MSDS sheet that is supposed to be filed and available onboard and the builder must declare any materials used in the construction.
It sounds like a nice idea but probably involves another inspection and database creation contractor somewhere. It seems like a lot of work, paper, and expense for very little benefit.
