Fuel hose testing

In reference to fuel hose testing intervals, 33 CFR156.170 says , “for vessels, annually or as part of the biennial and mid-period inspections”. Maybe I just don’t understand the terminology. Who would designate a mid-period inspection if we’re being annually inspected by the USCG? Or can the vessel just decide they want to do it every 2 years instead of annually? Appreciate any insight here.

That’s a relic of the old CG unmanned tank barge inspection regime where the COI was a two-year certificate with a biennial COI inspection and a mid-period inspection on the off-years. A strange way of saying annually, or for unmanned tank barges, also annually.
