OR MORE MANAGEMENT LEVEL”. My leadership and managerial cert is just over 10 years old, but was previously submitted and used when I submitted for my 3rd Unlimited and the associated STCW. If it was previously submitted for licensing is it “previously met”?

For Third Mate you took Leadership and Managerial Skills? Or did you take Leadership and Teamwork (Operational)?
I took leadership and managerial.
I don’t think you can “double dip” classes, but your case might be an exception since you took the managerial class instead of the operational one for you your third mate and it got accepted for some reason. You may have to take the operational one to correct the error though.

This is a case of “first impression” so I can;t answer in this forum. The previously met language is on the NMC check list. It likely means that you previously met the Leadership and MANAGERIAL Skills requirement, i.e. you already hold an endorsement that required it. You did the take the course but were not required to have it previously.
As I noted, Ican’t make policy inresponse to an internet psot. I would suggest submitting it and if denied, appeal. That will be the means by which we can make a unique and new policy interpretation. If it was less than 10 years ago it would be good.
