Emergency exception to Ocean's endorsement?

Would the USCG issue an emergency exception for a tugboat captain who holds a Near Coastal license to go offshore (~1000 NM) to perform a ship rescue? Who would do that, COTP? Purely hypothetical, but kind of time sensitive.

Probably not. If something bad happened, the USCG would be liable and their lawyers would never allow that. They would argue there are enough out there, go hire one. It is also for property not lives. Unless u own a senator.

Not sure I understand how a 1000 nm steam is an emergency?

No problem, but you have to submit a request to the nearest CG facility no less than 24 hours before departure. The request must based on the Mitty clause in part III of the Marine Safety Manual.
