Hi, I have a Chief OSV license and would like to know what is needed to get a 3rd A/E, will I have to test again for it or can I just apply for it and USCG would issue the 3rd A/E? Sorry if the question seems stupid for some people but I couldn’t find a good answer reading the license requirements on the USCG checklist.

You have to test. Is that the only license you hold? A chief limited with a year of time as a chief can test for 1st assistant.
As long as you used the chief limited license and not the chief osv license, OSV time does not count one day, cg would not accept any osv time from me, only days that I used my chief limited license.
