Cause and Effect

Most countries have either high tariffs or outright ban on import of certain products.
This may be to protect own commodities, industries or for food security.
It is entirely legitimate and per WTO agreement

Norway has VERY high tariffs on agricultural products that we produce our self. (Even if the climate is not conducive for most agriculture) This is to ensure SOME degree of food self-sufficiency:

Dairy products is an example of what is highly protected, with duty up to 477% on milk:

PS> Trump referred to the high duty on agricultural products as a reason for adding reciprocal tariff on Norway (15%), although Norway run a deficit on trade with US.
This hurt Norway’s export of Atlantic Salmon and other seafood to US.
