Notes:

  1. Mariners holding an STCW endorsement as CE or 2EO valid on vessels
    other than OSV’s of 750 kW/,000 HP or more who are raising the grade of their
    endorsement to CE for 750 kW/1,000 HP or more for the same propulsion mode
    will not be required to submit assessments . Adding new propulsion requires
    assessments for the mode sought.
  2. Operational-level assessments are not required if the mariner holds or has
    > previously held an STCW endorsement as OICEW, 2 nd EO, CE for 1,000HP or
    more, (not to include OSV) issued after 1997 and in the same propulsion mode.

  3. Operational-level assessments and training are required if the mariner has
    not held an STCW endorsement as OICEW, 2nd EO, or CEO for

Training:

Approved Training
All applicants unless previously met Engine Resource Management (ERM)
Leadership and Managerial Skills
Management of Electrical and Electronic Control Equipment
Valid Advanced Fire Fighting within 5 years of application or continuing competencies
Valid Basic Training within 5 years of application or continuing competencies

Is there a specific question? The paragraph you put in bold and the one that follows it mean that if the mariner hasn’t held an STCW endorsement for officer in charge of an engineering watch, they need to meet the requirements for that endorsement in addition to those for “Second Engineer Officer” (1st Assistant in STCW-speak).

I can see why questions get asked. 2 A/E currently at sea wants to upgrade to 1 A/E. Need to line-up any requirements if needed soon.

Watch standing deep-sea 2 A/E asking about classes / assessments to 1 A/E. Looks like no assessments if OICEW as 3rd/2nd?

Assume that the list of classes required is comprehensive, nothing missed

Meeting OICEW is a prerequisite/co-requisite for Chief Engineer/1st AE.

There are assessments for Chief Engineer/1st AE. But since this engineer already holds officer in charge of an engineering watch (OICEW) there are no additional assessments required for OICEW. The Chief Engineer/1st AE assessments are in NVIC 15-14.

The same for classes. There are the classes in your previous post, but not additional classes for OICEW.

Ok, thank you, big help. You don’t want to be thinking you’ve got your ducks all in a row only to learn one duck is missing entirely.

So the vessel I work on is not either 3000KW or 4000HP. Any other means of completing these assessments if you vessel is not of this size?
