I currently dont have any license. I am coming up on my steersman but most of my time is on a vessel under 100tons. I have roughly 36 days on a boat over 100 but under 150 and 21 on a boat thats 199tons. Would I be able to get my TOAR signed off on a boat thats 199tons?

From a quick review of NVIC 4-01 and 46 CFR 11.463 through 466, the short answer is, Yes.

I assumed id be issued a 100 ton with steersman attached to that. That’s why I wasn’t sure
I’m looking at my license now, and there are no tonnage restrictions on my Apprentice Mate ticket.
