Can anyone direct me to the official USCG regulatory language that discusses an individual’s responsibility to self-report any new (adverse) health issue that arises prior to the MMC renewal process/due date? I’ve reviewed the Merchant Mariner Medical manual and haven’t yet found it. Thanks

As I recall, nothing in the CFRs says that you have to report it.
But if you don’t report it and an incident happens that’s related to it, you might find yourself in hot water.
Is this a medical issue that can be treated or resolved? Or is it one that will prevent you from passing a future physical?
NVIC 04-08 is maybe the place to start.
NVIC 4-08 was cancelled and replaced by the Merchant Mariner Medical Manual.
